You press the power button, the manufacturer’s logo appears, and then Windows 11 goes no further.

The computer may display a spinning circle indefinitely, restart repeatedly, show Preparing Automatic Repair, open to a black screen or report that Windows did not start correctly.

A non-booting PC can feel like a disaster, particularly when it contains important business documents or is protected by BitLocker. However, a failed startup does not automatically mean the drive has died or that Windows must be reinstalled.

The safest approach is to use the Windows Recovery Environment and work through its tools in a controlled order:

  1. Disconnect unnecessary hardware.
  2. Enter Windows Recovery Environment.
  3. Try Startup Repair.
  4. Try Quick Machine Recovery where available.
  5. Start Windows in Safe Mode.
  6. Remove a recent update or driver.
  7. Use System Restore.
  8. Repair Windows and the file system.
  9. Reset or reinstall only as a last resort.

This order begins with the least disruptive options and avoids wiping the computer unnecessarily.

What Does “Windows Won’t Boot” Actually Mean?

Boot problems can appear in several ways:

  • Windows remains on the spinning-circle screen
  • The computer repeatedly restarts
  • Automatic Repair appears every time
  • Windows opens to a black screen
  • The sign-in screen never appears
  • The computer reports that no operating system was found
  • A blue recovery screen appears
  • BitLocker requests a recovery key
  • Windows starts but immediately crashes
  • The PC only starts in Safe Mode

These symptoms do not all have the same cause.

A machine that reaches the Windows logo is different from one that does not detect its storage drive at all. The first is more likely to involve Windows, drivers or an update. The second may involve firmware, storage hardware or the boot configuration.

Why Does Windows 11 Stop Booting?

Common causes include:

  • A failed or interrupted Windows update
  • A faulty device driver
  • Corrupted system or boot files
  • A damaged boot configuration
  • A failing SSD or hard drive
  • Insufficient free space during an update
  • A BIOS or firmware change
  • Unstable memory
  • Recently installed hardware
  • Security or disk-encryption problems
  • Malware
  • Sudden power loss
  • An application or service that loads during startup

The timing matters. If the problem started immediately after a Windows update, driver installation or hardware change, that should influence the order of your troubleshooting.

Before You Begin: Protect the Data

Avoid repeatedly forcing the computer off without a plan.

Before using more invasive recovery options, consider whether the device contains files that are not backed up.

Also locate the BitLocker recovery key. Several Windows Recovery Environment tools may require it when the system drive is encrypted. Microsoft specifically notes that encrypted devices may request the BitLocker key when accessing Startup Settings, System Restore and other recovery functions. 

For a personal computer, the key may be stored in the Microsoft account associated with the device. For a business computer, it may be held in Microsoft Entra ID, Intune, Active Directory or the organisation’s documentation system.

Do not clear the TPM or reset the PC merely to bypass a BitLocker prompt.

Step 1: Disconnect Unnecessary Hardware

Shut the computer down and remove non-essential devices, including:

  • USB flash drives
  • External hard drives
  • Memory cards
  • Printers
  • Webcams
  • USB hubs
  • Docking stations
  • Secondary monitors
  • Game controllers
  • Audio interfaces

Leave connected only the display, keyboard, mouse and power supply where required.

A faulty peripheral, bootable USB device, dock or external drive can interfere with startup.

If you recently installed internal hardware, such as RAM, an SSD or a graphics card, check that it is correctly seated. Microsoft also recommends removing newly added hardware when diagnosing serious Windows startup and Stop errors. 

Step 2: Enter the Windows Recovery Environment

Windows Recovery Environment, usually shortened to Windows RE or WinRE, contains the tools used to repair a computer that cannot start normally.

Windows may enter it automatically after repeated failed starts.

You may see:

  • Preparing Automatic Repair
  • Diagnosing your PC
  • Automatic Repair couldn’t repair your PC
  • Your PC did not start correctly
  • Choose an option

When the menu appears, select:

Troubleshoot > Advanced options

Microsoft documents Windows RE as the central environment for Startup Repair, Startup Settings, System Restore and other recovery features. 

Forcing Windows RE to Appear

When Windows remains frozen during startup:

  1. Turn on the computer.
  2. Wait for the Windows or manufacturer logo.
  3. Hold the power button until the device switches off.
  4. Repeat the process.
  5. On a later startup, Windows should enter Automatic Repair.

Microsoft’s official Windows RE guidance describes interrupting startup after the logo appears to trigger recovery when Windows cannot reach it automatically. 

Forced shutdowns should only be used to access recovery when the computer genuinely cannot start. Do not repeatedly interrupt a working Windows update.

Using Installation or Recovery Media

If the internal recovery environment will not load, create Windows 11 installation media on another computer.

Start the affected PC from the USB drive and select:

Repair your computer

Do not select the installation option unless you intend to reinstall Windows.

A previously created Recovery Drive may also restore or recover the PC, including when the internal drive has been replaced or erased. 

Step 3: Try Startup Repair First

From Windows RE, select:

Troubleshoot > Advanced options > Startup Repair > Restart

Startup Repair is designed to identify and repair certain problems that prevent Windows from starting. Microsoft recommends accessing it directly through Windows RE. 

It may help with:

  • Missing or damaged startup files
  • Some boot-configuration problems
  • Certain registry issues
  • Problems caused by interrupted updates
  • Startup-related system corruption

Choose the Windows installation if asked, provide the BitLocker key where required and allow the process to finish.

The computer may restart more than once.

What if Startup Repair Says It Couldn’t Repair the PC?

That message does not mean that the data is lost or the computer must be reset.

Startup Repair only addresses particular categories of boot faults. It will not normally fix:

  • A failing SSD
  • Unstable RAM
  • A broken graphics driver that loads later in startup
  • Malware
  • Severe file-system corruption
  • Unsupported or failing hardware
  • Every update-related problem

Return to Advanced options and continue with the next steps.

Step 4: Try Quick Machine Recovery

Newer Windows 11 24H2 systems may offer:

Troubleshoot > Advanced options > Quick machine recovery

Quick Machine Recovery is designed to connect through Windows RE, check Microsoft’s recovery service and apply a remediation for certain widespread boot failures. It is available on supported Windows 11 24H2 builds and is intended particularly for situations in which a known problem prevents devices from starting. 

It is worth trying when:

  • A recent Windows incident has affected many devices
  • Startup Repair found nothing
  • The computer has internet access from recovery
  • The failure began after a widely deployed update

It will not necessarily resolve a hardware fault or a problem unique to one PC.

On business networks, Quick Machine Recovery behaviour may be managed by IT policy.

Step 5: Start Windows in Safe Mode

Safe Mode starts Windows with a reduced set of drivers, services and startup components.

From Windows RE, select:

Troubleshoot > Advanced options > Startup Settings > Restart

After the computer restarts, choose:

  • 4 or F4 — Enable Safe Mode
  • 5 or F5 — Enable Safe Mode with Networking
  • 6 or F6 — Enable Safe Mode with Command Prompt

Microsoft documents this exact Startup Settings path and notes that encrypted devices may require the BitLocker recovery key. 

Begin with ordinary Safe Mode. Use networking only if internet or network access is required, as it loads additional drivers and services.

What Safe Mode Tells You

If Windows starts in Safe Mode but not normally, the core operating system is at least partially functional.

The likely cause becomes something that loads during a normal startup, such as:

  • A device driver
  • Antivirus or endpoint software
  • A startup application
  • A manufacturer utility
  • A graphics component
  • A service
  • A recent update

Safe Mode is primarily a diagnostic environment. It is not intended as the permanent way to use the computer.

Step 6: Remove a Recent Driver

A faulty graphics, storage, network or chipset driver can prevent Windows from starting normally.

In Safe Mode:

  1. Right-click Start.
  2. Open Device Manager.
  3. Find the recently updated device.
  4. Open its Properties.
  5. Select the Driver tab.
  6. Choose Roll Back Driver, if available.

If rollback is unavailable, you may temporarily uninstall the device and restart.

Pay particular attention to:

  • Display adapters
  • Storage controllers
  • Network adapters
  • System devices
  • Audio drivers
  • Dock and Thunderbolt components

Use drivers from the computer or component manufacturer rather than unofficial driver-download websites.

Step 7: Remove Recently Installed Software

If the boot failure began after installing an application, remove it from Safe Mode where possible.

Likely candidates include:

  • Antivirus or endpoint software
  • VPN clients
  • Disk-management tools
  • Hardware-monitoring utilities
  • RGB or fan-control software
  • Virtualisation tools
  • Driver-update applications
  • System “optimisers”
  • Encryption or backup software

Applications that install low-level drivers can affect startup even when their normal user interface is not running.

Restart normally after removing one likely cause.

Step 8: Disable Startup Applications

Open Task Manager in Safe Mode and review Startup apps.

Disable non-essential items that were added or updated shortly before the problem began.

Examples include:

  • Manufacturer support tools
  • Hardware monitoring
  • RGB controllers
  • Cloud applications
  • Update assistants
  • Peripheral utilities

Do not disable unfamiliar Microsoft services or business-security software without understanding their purpose.

If the PC starts normally afterwards, re-enable entries individually until the cause is identified.

Step 9: Uninstall the Latest Windows Update

When the fault began immediately after an update, Windows RE can remove the most recent update.

Navigate to:

Troubleshoot > Advanced options > Uninstall Updates

You may be offered:

  • Uninstall latest quality update
  • Uninstall latest feature update

Try the latest quality update first when a monthly cumulative update immediately preceded the fault.

Removing a feature update is a larger rollback and may only be available for a limited period.

Do not repeatedly uninstall updates without confirming that the timing matches. Security updates should not remain removed indefinitely. Once Windows starts, check whether Microsoft or the manufacturer has released a corrected update or driver.

Step 10: Use System Restore

System Restore can return Windows system files, drivers, registry settings and installed programs to an earlier restore point.

It does not normally remove personal documents, although applications and drivers installed after the selected point may be removed.

From Windows RE, choose:

Troubleshoot > Advanced options > System Restore

Select a restore point created before the startup failure, review the affected programs and continue.

Microsoft confirms that System Restore can be launched directly from Windows RE and that a BitLocker key may be needed for encrypted devices. 

System Restore is especially useful when the problem began after:

  • A driver installation
  • A Windows update
  • Registry changes
  • New system software
  • A failed application installation

It will not work if System Protection was disabled or no suitable restore point exists.

Step 11: Run an Offline System File Check

If Safe Mode or Command Prompt is accessible, damaged Windows system files may be repairable.

From Windows RE, open:

Troubleshoot > Advanced options > Command Prompt

The Windows drive may not use the letter C: inside recovery. Check the available drives first:

diskpart

list volume

exit

Look for the volume containing the Windows folder.

Assuming Windows is on C:, run:

sfc /scannow /offbootdir=C:\ /offwindir=C:\Windows

If Windows is on another letter, replace C: accordingly.

System File Checker checks protected Windows files and attempts to replace damaged copies. Microsoft also notes that SFC can sometimes succeed in Safe Mode when it cannot complete under a normal Windows session. 

Do not guess the Windows drive letter. Running the command against the wrong volume will not repair the intended installation.

Step 12: Check the Drive and File System

A damaged file system or failing drive can prevent Windows from booting.

From Command Prompt, run an online-style scan against the Windows volume:

chkdsk C: /scan

Where deeper repair is required, Windows may recommend:

chkdsk C: /f

The repair can take considerable time and may require exclusive access to the volume.

Repeated disk errors, bad sectors, disappearing drives or unusual noises can indicate hardware failure. Back up or recover the data before performing repeated repair attempts.

Step 13: Check Whether the Drive Appears in BIOS or UEFI

If Windows RE cannot find the operating system or the computer reports No boot device, open the BIOS or UEFI firmware settings.

Check whether the SSD or hard drive appears.

If the drive is missing:

  • Shut the computer down.
  • Disconnect unnecessary storage devices.
  • Check internal connections where appropriate.
  • Run the manufacturer’s hardware diagnostics.
  • Arrange professional diagnosis.

A drive that is not detected by firmware cannot be repaired with Startup Repair or Safe Mode.

Do not repeatedly initialise, format or repartition a drive containing important data.

Step 14: Check the Boot Order

A BIOS update or connected USB device may alter the boot order.

The system drive or Windows Boot Manager should normally appear ahead of unrelated USB or network devices.

Avoid changing UEFI, Secure Boot, TPM, AHCI, RAID or storage-controller settings at random. Changing these can create a BitLocker recovery prompt or make an existing Windows installation unbootable.

Record the original setting before making any adjustment.

Step 15: Look for Hardware Problems

Software recovery tools cannot fix defective hardware.

Consider hardware when:

  • The SSD is missing intermittently
  • The computer freezes inside Windows RE
  • Memory diagnostics report errors
  • Startup behaviour changes when the device becomes warm
  • The PC restarts under load
  • BIOS reports a drive or fan failure
  • The device was dropped or exposed to liquid
  • Windows repair repeatedly fails at different points

Run the manufacturer’s built-in diagnostics where available.

Tests may cover:

  • Memory
  • SSD or hard drive
  • Processor
  • Battery
  • Charger
  • Fans
  • Motherboard
  • Graphics hardware

A short test can miss intermittent faults, but a failed diagnostic code provides strong evidence for repair.

Step 16: Consider the Reset Option Carefully

Windows RE includes:

Troubleshoot > Reset this PC

The options normally include:

  • Keep my files
  • Remove everything

“Keep my files” reinstalls Windows while retaining personal files, but it removes installed applications and may reset settings.

“Remove everything” is a much more destructive option.

Microsoft notes that encrypted devices require the BitLocker recovery key when Reset this PC is started through Windows RE. 

Before resetting:

  • Back up the data where possible.
  • Confirm that OneDrive and other cloud data are synchronised.
  • Record application licences.
  • Obtain the BitLocker recovery key.
  • Check whether specialist business applications can be reinstalled.
  • Save required drivers.
  • Consult IT on a managed device.

A reset should not be the first response to a startup failure.

Step 17: Reinstall Windows as a Last Resort

When recovery, Startup Repair, Safe Mode, update removal, System Restore and offline repairs have failed, a clean Windows installation may be necessary.

A clean installation can erase:

  • Personal files
  • Applications
  • Device settings
  • Local email data
  • Unsynchronised OneDrive files
  • Specialist application databases
  • Licence information

Attempt data recovery or create a backup before erasing the disk.

For business computers, the device may also need:

  • Intune or domain enrolment
  • Security software
  • Microsoft 365 configuration
  • VPN setup
  • Printer deployment
  • Line-of-business applications
  • Compliance policies

Reinstalling Windows fixes software corruption. It does not fix a failing SSD, unstable RAM or motherboard fault.

What to Do When Windows Starts Again

Once you regain access:

  1. Back up important data immediately.
  2. Check Windows Update history.
  3. Review Device Manager.
  4. Install approved manufacturer drivers.
  5. Check storage health.
  6. Run Windows Update.
  7. Review Reliability Monitor and Event Viewer.
  8. Confirm the BitLocker recovery key is backed up.
  9. Create or verify a recovery drive.
  10. Test another restart before returning the device to normal use.

Do not assume the problem is fully resolved merely because Windows started once.

A Practical Recovery Order

Use this sequence to minimise risk:

Phase 1: Basic checks

  1. Disconnect unnecessary hardware.
  2. Restart once.
  3. Check whether the system drive appears in BIOS.
  4. Locate the BitLocker key.

Phase 2: Automated recovery

  1. Enter Windows RE.
  2. Run Startup Repair.
  3. Try Quick Machine Recovery where available.

Phase 3: Isolate software problems

  1. Start in Safe Mode.
  2. Roll back a recent driver.
  3. Remove recently installed software.
  4. Disable suspicious startup applications.

Phase 4: Reverse recent changes

  1. Uninstall the latest quality update.
  2. Use System Restore.

Phase 5: Repair Windows and storage

  1. Run offline System File Checker.
  2. Check the file system and drive.
  3. Run manufacturer diagnostics.

Phase 6: Last-resort recovery

  1. Back up or recover the data.
  2. Reset Windows while keeping files where appropriate.
  3. Reinstall Windows only when necessary.
  4. Replace failed hardware if diagnostics indicate a fault.

What Not to Do

Avoid making the situation worse by:

  • Clearing the TPM without the BitLocker key
  • Formatting the drive before recovering important data
  • Changing multiple BIOS settings at once
  • Downloading unofficial boot-repair utilities
  • Repeatedly forcing the computer off during an update
  • Running random command-line repairs from unverified guides
  • Deleting boot partitions
  • Initialising a drive that Windows says is unreadable
  • Resetting a business device without consulting IT
  • Assuming Startup Repair can fix defective hardware

A methodical process protects both the computer and its data.
