Webcam or Mic Not Working in Teams or Zoom? Check These Windows 11 Permissions First
You join a Teams or Zoom meeting.
Everyone can see you—but nobody can hear you.
Or your microphone works perfectly while your camera shows nothing but a black screen.
Perhaps Teams says:
“Your microphone isn’t working.”
Zoom says:
“No camera detected.”
Or the browser keeps asking for permission even though you are certain you already allowed it.
Before reinstalling Teams, Zoom or Windows, work through the problem in the right order.
The fastest route is:
physical controls → Windows detection → Windows privacy permissions → Teams/Zoom device selection → browser permissions → drivers/policy
Step 1: Check the Physical Controls
Start with the things Windows cannot override.
Camera shutter
Many business laptops now have a physical privacy shutter.
Check around the webcam for:
sliding cover
camera switch
privacy key
illuminated camera-disable button
A closed privacy shutter can produce a black image while Windows still detects the webcam perfectly.
Microphone mute
Check:
laptop microphone-mute key
headset mute button
red headset indicator
flip-to-mute boom microphone
inline headset controls
If the microphone is physically muted, clicking Unmute in Teams or Zoom may not override it.
Step 2: If It Is USB, Reconnect It
For an external:
webcam
headset
USB microphone
disconnect it.
Close Teams and Zoom completely.
Reconnect the device directly to another USB port if possible.
Avoid an unpowered hub while troubleshooting.
Then reopen the application.
Windows can sometimes expose the reconnected device under a slightly different name, so check your selected microphone and camera afterwards.
Step 3: Prove the Camera Works in Windows
Open:
Start > Camera
You should see the built-in Windows Camera app.
Camera works normally
Good.
The hardware and basic Windows driver are probably fine.
Move on to permissions and application settings.
Camera also fails in the Camera app
The problem is deeper than Teams or Zoom.
Investigate:
privacy shutter
disabled camera
USB connection
driver
manufacturer privacy controls
hardware
This is one of the most valuable tests because it immediately stops you troubleshooting Teams when Windows itself cannot use the camera.
Step 4: Test the Microphone in Windows
Open:
Settings > System > Sound
Under Input, select the intended microphone.
Speak normally.
Watch the input-level meter.
Meter moves
Windows is receiving audio.
Focus on Teams, Zoom or application permissions.
Meter does not move
Check:
correct microphone selected
input volume
hardware mute
USB/Bluetooth connection
Windows privacy permission
driver
Again, prove the device works at the Windows layer before blaming the meeting app.
Step 5: Check Windows 11 Camera Permissions
Open:
Settings > Privacy & security > Camera
Make sure:
Camera access = On
and:
Let apps access your camera = On
Then importantly, scroll down and make sure:
Let desktop apps access your camera = On
Microsoft explicitly says desktop applications—including programs such as Microsoft Teams and web browsers—may not appear as individual entries and are controlled through the desktop-app permission instead.
This distinction matters.
If Teams is not listed individually, that does not automatically mean Windows has failed to detect it.
Step 6: Check Microphone Permissions
Open:
Settings > Privacy & security > Microphone
Make sure:
Microphone access = On
Let apps access your microphone = On
and:
Let desktop apps access your microphone = On
Microsoft applies the same desktop-app model to microphones as cameras.
Zoom’s own current Windows troubleshooting also specifically recommends ensuring microphone access is enabled for desktop applications.
After changing privacy permissions:
fully close Teams/Zoom and reopen it.
Do not just leave the meeting and rejoin.
Step 7: Select the Correct Device in Teams
Even if Windows has selected the correct microphone, Teams can remember another one.
Typical examples include:
old Bluetooth headset
dock microphone
monitor microphone
webcam microphone
built-in laptop mic
virtual audio device
Open Teams:
Settings and more > Settings > Devices
Check:
Speaker
Microphone
Camera
Select the devices you actually intend to use.
Then use a test call where that option is available.
If the microphone level moves and the camera preview is correct here, the hardware and Teams configuration are likely working.
Step 8: Select the Correct Device in Zoom
Open Zoom Workplace.
Go to:
Profile picture > Settings
Under Audio, check:
Speaker
Microphone
input level
Zoom provides a Test microphone function that records your voice and plays it back.
Under Video & effects, check the camera preview and select another camera if necessary. Zoom specifically recommends choosing the correct camera from the device list when the expected picture does not appear.
This sounds basic, but it is extremely common after:
docking/undocking
changing headsets
adding a webcam
connecting an external monitor
for the conferencing app to keep using the wrong device.
Step 9: Check Whether You Actually Joined With Computer Audio
In Zoom, make sure you joined using:
Computer Audio
In Teams, confirm the meeting is using the intended audio device rather than:
phone audio
disconnected headset
another speaker/microphone combination
A perfectly functioning microphone cannot be heard if the meeting has never connected it to the call.
Step 10: Using Teams or Zoom in a Browser?
Now there is another permissions layer.
You need:
Windows permission
plus:
browser permission
plus:
website permission.
For example, if Zoom runs in Edge or Chrome:
1. Open the Zoom meeting page.
2. Select the padlock/site-settings icon beside the address.
3. Set Camera to Allow.
4. Set Microphone to Allow.
5. Refresh the page.
Zoom’s current Web App guidance confirms that browser users must grant microphone and camera access at the browser/site level as well as having the appropriate operating-system permission.
If you previously clicked:
Block
the browser may remember that decision indefinitely.
Step 11: Close Other Camera Applications
A webcam can sometimes be unavailable because another program already has control of it.
Close:
Windows Camera
another Teams window
Zoom
Skype
OBS
browser tabs with camera permission
recording software
virtual-camera applications
manufacturer webcam utilities
Then reopen only Teams or Zoom.
If the camera suddenly works, another process was competing for it.
Step 12: Watch the Windows Privacy Indicators
Windows provides useful clues.
Microsoft says Windows shows:
the camera light or a camera notification when the camera is active
a microphone icon in the taskbar notification area when an application is using the microphone.
If the microphone indicator appears while you are not intentionally using it, check which application is responsible.
Likewise, if the camera light comes on in another application and Teams subsequently cannot access it, you have another clue.
Step 13: Bluetooth Headset Problems
Bluetooth creates its own set of complications.
Check that the headset is:
charged
connected to this PC
not still connected to another phone/laptop
selected as the microphone and speaker
During calls, Bluetooth devices may use a different communications profile from the one used for high-quality music playback.
So:
music sounds excellent
but:
meeting audio sounds lower quality
does not automatically indicate a fault.
If the microphone disappears entirely, test with:
wired USB headset
headset’s dedicated USB receiver
built-in laptop microphone
If USB works perfectly, focus on the Bluetooth connection rather than Windows privacy settings.
Step 14: Check Device Manager Only After Windows Tests Fail
If the camera or microphone does not work anywhere in Windows:
Right-click Start > Device Manager
Look under:
Cameras
Imaging devices
Audio inputs and outputs
Sound, video and game controllers
Check for:
disabled device
yellow warning triangle
missing hardware
If disabled:
Right-click > Enable device
If the camera is completely missing:
Action > Scan for hardware changes
Then check:
Settings > Windows Update > Advanced options > Optional updates
for manufacturer-approved driver updates.
Do not install random webcam or audio drivers from third-party driver websites.
Step 15: If It Broke Immediately After a Driver Update
Timing matters.
If:
camera worked yesterday
then:
camera driver updated
then:
camera stopped working
open:
Device Manager > Camera > Properties > Driver
and check whether:
Roll Back Driver
is available.
Do not replace a working driver merely because a newer one exists.
If Windows Camera works perfectly, the driver is much less likely to be the reason Teams alone cannot see the image.
Step 16: Check Manufacturer Privacy Software
Many modern business laptops include another privacy layer.
Examples can include:
camera privacy mode
microphone privacy mode
presence detection
conference controls
intelligent security
These may be exposed through utilities from:
Lenovo
Dell
HP
Microsoft Surface
other manufacturers
A manufacturer utility can disable a device even when Windows privacy settings appear correct.
This is particularly worth checking if:
Camera access = On
but:
Windows Camera itself still cannot produce an image.
Step 17: Meeting Organisers Can Disable Your Camera or Mic
Sometimes nothing is wrong with Windows at all.
A meeting organiser may have disabled attendees' ability to:
unmute
enable cameras
If the Teams/Zoom control is greyed out and cannot be selected, check whether meeting policy is responsible.
That is particularly relevant to:
webinars
large meetings
training sessions
company town halls
Do not reinstall a microphone because the organiser intentionally disabled attendee audio.
Step 18: Company Policy May Control the Device
On managed Windows computers, privacy settings may be:
greyed out
automatically reversed
unavailable
because they are controlled through:
Microsoft Intune
Group Policy
security software
application-control policies
virtual-desktop configuration
Do not start modifying the Registry to bypass a company policy.
If a managed computer refuses camera or microphone access consistently, IT should check the policy centrally.
Remote Desktop and Virtual Desktops
A camera can work perfectly on your physical laptop while being unavailable inside:
Remote Desktop
Azure Virtual Desktop
Windows 365
another virtual session
Why?
Because the camera and microphone may need to be redirected into the remote session.
So troubleshoot both layers:
local PC device works
then:
remote-session redirection works
If the device exists locally but never appears remotely, investigate the virtual-desktop policy rather than reinstalling the webcam.
The Fastest Troubleshooting Order
If your webcam or microphone does not work in Teams or Zoom:
1. Check the physical shutter/mute button.
2. Reconnect USB/Bluetooth equipment.
3. Test the camera in Windows Camera.
4. Test the microphone in Settings > System > Sound.
5. Check Privacy & security > Camera.
6. Check Privacy & security > Microphone.
7. Make sure desktop app access is enabled.
8. Select the correct devices inside Teams/Zoom.
9. Use the built-in Teams/Zoom tests.
10. If using a browser, check site permissions.
11. Close other apps using the camera/mic.
12. Check Device Manager only if Windows itself cannot use the device.
13. Check manufacturer privacy controls.
14. Check meeting-organiser restrictions.
15. On managed PCs, ask IT to review Intune/Group Policy.
The key principle is:
Prove which layer fails before reinstalling anything.
A Useful Example
Teams says:
No camera detected.
You open Windows Camera.
The webcam works perfectly.
Device Manager shows no error.
That tells you:
camera hardware → driver → Windows
are working.
You then open:
Settings > Privacy & security > Camera
and discover:
Let desktop apps access your camera = Off
Turn it on.
Restart Teams.
Camera works.
Reinstalling the webcam driver would never have addressed the actual problem.
Another Example
Zoom can see the camera but nobody can hear you.
Windows Sound settings show the microphone level moving normally.
Zoom's microphone menu is set to:
Dock Microphone
but the laptop is no longer connected to the dock.
Change it to:
Headset Microphone
and the problem disappears.
Again:
nothing was broken.
The wrong device was selected.
