Media USB Drive Says It Needs Formatting — Try This First

You connect a USB flash drive or external disk and Windows displays:

You need to format the disk in drive E: before you can use it.

The message gives you two choices:

  • Format disk
  • Cancel

When the drive contains files you need, choose Cancel.

Formatting creates a new file system and erases the existing data structure. Microsoft specifically warns not to format a RAW or unallocated volume when you are trying to recover files from it. 

The safest order is:

Cancel the prompt, stop writing to the drive, test the connection and inspect it in Disk Management before attempting any repair.

Why Windows Asks You to Format the Drive

The warning does not necessarily mean that the USB drive is empty.

It means Windows cannot currently mount the volume using a file system it recognises.

Possible causes include:

  • File-system corruption
  • The drive being disconnected while data was being written
  • A damaged USB cable or port
  • Insufficient power through a hub
  • A failing flash drive or external disk
  • A damaged partition table
  • A missing drive letter
  • BitLocker encryption
  • A file system created by another operating system
  • A device reporting the wrong capacity
  • A previously interrupted format or partitioning operation

Windows commonly works with NTFS, FAT32 and exFAT. When Windows cannot recognise a valid file system, Disk Management may show the volume as RAW instead. 

First: Select Cancel

Do not choose Format disk merely to see whether it fixes the drive.

Also avoid:

  • Initialising the disk
  • Creating a new simple volume
  • Deleting the existing partition
  • Changing the partition style
  • Running random repair utilities
  • Copying new files onto the drive
  • Repeatedly disconnecting and reconnecting it

Each write operation can alter information that might otherwise help recover the files.

Microsoft advises minimising use of a storage device when attempting recovery because newly written data can overwrite recoverable information. 

Decide How Important the Files Are

Before troubleshooting, ask:

Is anything on this drive irreplaceable?

Examples include:

  • Family photographs
  • Business documents
  • Accounts
  • Customer information
  • Unpublished creative work
  • Legal records
  • The only copy of a backup
  • Camera or video footage

When the answer is yes, limit troubleshooting to non-destructive checks.

A USB drive that contains the only copy of important data should not be treated as an ordinary faulty accessory. It should be treated as a potential data-recovery case.

Step One: Check the Physical Connection

A file-system warning can appear when Windows receives incomplete or unreliable data from the device.

Connect it directly

Disconnect the drive safely, then plug it directly into the computer.

Avoid:

  • USB hubs
  • Monitor USB ports
  • Docking stations
  • Keyboard USB ports
  • Unpowered adapters
  • Long extension cables

Microsoft recommends using a port directly on the PC because some hubs do not provide adequate power or may introduce connection problems. 

Try another USB port

Test:

  • A different USB-A port
  • Another USB-C port
  • A port on the opposite side of the laptop
  • A rear motherboard port on a desktop PC

Do not repeatedly move a mechanically failing drive between dozens of ports. Two or three controlled tests are enough.

Replace the cable

For an external SSD or hard drive, try another known-good cable.

A cable can provide enough power for the light to illuminate while still failing during data transfer. Microsoft includes trying another cable among its recommended checks for inaccessible external disks. 

Check the power supply

Larger desktop external drives may use a separate mains adapter.

Confirm that:

  • The correct adapter is connected
  • Its indicator light is normal
  • The drive starts consistently
  • The connector is not loose

Do not substitute a random power adapter simply because its plug fits.

Step Two: Test Another Computer

Connect the drive to another trusted computer.

Ideally, test it using:

  • The same cable
  • A second known-good cable
  • A different USB port

It opens normally elsewhere

Copy the important files immediately to another storage device.

Do not assume the drive is now permanently healthy. An intermittent fault may return.

The original computer may have:

  • A USB-controller problem
  • A damaged port
  • A driver fault
  • A power-management issue
  • Security software interfering with removable storage

It asks to be formatted on every Windows PC

The problem probably follows the drive rather than one computer.

Continue with Disk Management, encryption and file-system checks.

It is not detected anywhere

Possible causes include:

  • Failed flash-memory controller
  • Damaged USB connector
  • Failed external enclosure
  • Failed SSD or hard drive
  • Power failure

Microsoft notes that when a disk fails on another computer as well, the disk itself is more likely to be responsible. 

Step Three: Check Disk Management

Right-click Start and select:

Disk Management

Alternatively, press:

Windows key + R

Enter:

diskmgmt.msc

Locate the USB drive by matching:

  • Capacity
  • Drive letter
  • Removable or external status
  • Partition size

Take a screenshot before changing anything.

Be absolutely certain you have selected the USB drive rather than the computer’s Windows disk.

What the Disk Management Status Means

Healthy partition with the correct capacity

This is encouraging.

If the partition is shown as Healthy but File Explorer cannot open it, check whether it has a drive letter.

Healthy but no drive letter

Right-click the partition and select:

Change Drive Letter and Paths

Assign an unused letter.

Microsoft recommends adding a drive letter when a healthy volume has a valid file system but no letter assigned. 

Assigning a letter does not format the partition.

However, do not change established drive letters on business systems where applications or backup jobs may rely on them.

RAW

A RAW status means Windows has not mounted the volume as NTFS, FAT32, exFAT or another recognised file system.

This can happen because:

  • File-system metadata is damaged
  • The drive was incompletely formatted
  • The file system belongs to another operating system
  • The storage hardware is returning corrupted data

Do not format a RAW drive when files are required. Microsoft explicitly warns that formatting erases the data and should be avoided during recovery. 

Unallocated

Unallocated space means Windows does not currently see a usable partition covering that area.

Do not select:

  • New Simple Volume
  • Initialize Disk
  • Convert to GPT
  • Convert to MBR

when the drive previously contained important files.

Microsoft warns against creating a new volume over unallocated space when attempting to recover existing data. 

Offline

If the drive is shown as Offline, right-click the disk label and select:

Online

Do this only when:

  • The capacity looks correct
  • The drive is not part of a business storage configuration
  • It is clearly the removable disk you intend to access

Microsoft identifies bringing an Offline disk online as an appropriate first Disk Management check. 

No Media or zero capacity

A removable device displayed as:

No Media

0 bytes

often means Windows can detect the USB controller but cannot communicate with the storage memory behind it.

Software repair tools are unlikely to help when the device reports no usable media.

Professional recovery may be required when the files are important.

Incorrect capacity

For example, a 256GB drive may suddenly appear as:

8 MB

or:

31 GB

when it previously used its full capacity.

Do not recreate partitions immediately.

Incorrect capacity can indicate:

  • Controller failure
  • Corrupted device firmware
  • Partition-table damage
  • Counterfeit or defective flash storage

Preserve the device for assessment when the data matters.

Step Four: Check Whether the Drive Is Encrypted

A USB drive may have been protected using BitLocker To Go.

Open Start and search for:

Manage BitLocker

Removable encrypted drives appear under:

Removable data drives – BitLocker To Go

Windows may require:

  • The BitLocker password
  • A smart card
  • The 48-digit recovery key

Microsoft identifies removable USB drives as BitLocker To Go devices and requires an unlock method and recovery-key backup when encryption is enabled. 

Do not format an encrypted drive merely because the normal unlock prompt does not appear.

The recovery key might be stored in:

  • A Microsoft account
  • A work or school account
  • Microsoft Entra ID
  • Active Directory
  • A printed document
  • A USB key
  • The organisation’s IT records

A BitLocker recovery key is a unique 48-digit number used when Windows cannot unlock the drive automatically. 

Step Five: Consider Which Device Created the Drive

The drive may be completely healthy but formatted for another system.

It may have been used with:

  • A Mac
  • Linux
  • A television
  • A camera
  • A games console
  • A CCTV recorder
  • Specialist industrial equipment
  • A vehicle or audio system

Windows does not natively understand every file system used by other platforms.

Mac-formatted drive

Try it on the Mac that created it.

A drive using APFS or some Mac-specific configurations may not open normally in Windows without compatible software.

Linux-formatted drive

A Linux drive may use ext4 or another file system that Windows File Explorer does not ordinarily mount.

Test it using a suitable Linux system rather than formatting it from Windows.

Camera or recorder drive

Place it back into the original device.

Check whether that device can:

  • Display the recordings
  • Copy them to another card
  • Export them over USB
  • Back them up using its official application

Do not let Windows format storage belonging to specialist equipment until its documentation and backup process have been checked.

Step Six: Copy the Files Before Repairing Anything

When the drive becomes readable—even temporarily—copy the important files immediately.

Prioritise:

  1. Irreplaceable personal or business data
  2. Small documents and photographs
  3. Current work
  4. Larger videos and archives
  5. Replaceable installers and applications last

Copy to:

  • The computer’s internal SSD
  • Another healthy external drive
  • Approved cloud storage
  • A business file server

Do not copy recovered files back onto the problem drive.

After copying:

  • Open several files
  • Check photographs at full size
  • Play videos beyond the first few seconds
  • Compare folder counts
  • Verify critical documents
  • Create another backup where possible

A file appearing in File Explorer does not guarantee that its contents are intact.

Should You Run CHKDSK?

CHKDSK checks a volume’s file system and file-system metadata.

Used without repair parameters, it reports the volume’s status. Parameters such as /f, /r, /x and /b cause it to make changes or attempt repairs. 

A read-only check

When the volume has a drive letter and Windows recognises the file system, an elevated Command Prompt can run:

chkdsk E:

Replace E: with the correct drive letter.

Without /f, CHKDSK normally reports the status rather than repairing errors. 

Do not run CHKDSK when:

  • The drive is clicking or repeatedly disconnecting
  • It reports the wrong size
  • It shows No Media
  • It is extremely slow
  • The data is irreplaceable and not backed up
  • The volume is RAW and CHKDSK refuses to recognise it
  • You suspect physical failure
  • You are preparing it for professional data recovery

Using CHKDSK

/f

The command:

chkdsk E: /f

attempts to correct logical file-system errors.

That means it changes the contents and metadata of the drive.

Only consider it when:

  • The data has already been copied
  • A full image or professional backup exists
  • The drive appears physically stable
  • The file system is recognised
  • You accept that damaged directory entries may be altered

Avoid

/r

as the first experiment

The command:

chkdsk E: /r

searches for physical disk errors and attempts to recover readable information from affected sectors. It can take a considerable time and performs extensive reading of the device. Microsoft also notes that failing hardware can cause CHKDSK to behave unpredictably. 

Do not run it casually against an unstable USB drive containing the only copy of valuable files.

Can Windows File Recovery Help?

Microsoft provides Windows File Recovery, a command-line application available through Microsoft Store.

It can attempt recovery from:

  • Internal drives
  • External drives
  • USB storage

The recovered files must be written to a different destination drive. 

The basic command structure is:

winfr source-drive: destination-drive: [/mode] [/switches]

For example:

winfr E: D: /extensive /n *.docx /n *.pdf /n *.jpg

In this example:

  • E: is the problem USB drive
  • D: is a separate healthy destination
  • /extensive performs a deeper search
  • /n limits the search to selected file types

Microsoft states that recovery from FAT and exFAT storage uses Extensive mode and that the source and destination must be different drives. 

Windows File Recovery may be useful when the storage is stable enough to read, but it is not a replacement for a data-recovery laboratory when the hardware is physically failing.

When to Stop Troubleshooting

Disconnect the drive and seek professional assistance when:

  • It makes clicking, beeping or grinding noises
  • It repeatedly connects and disconnects
  • It becomes unusually hot
  • It freezes Windows when connected
  • It appears with zero capacity
  • It shows a much smaller capacity than expected
  • It is absent from every computer
  • File transfers continually fail
  • The connector is physically damaged
  • The drive contains the only copy of valuable information

Repeated attempts can make a failing device worse.

The recovery priority should be:

Preserve the original device and avoid unnecessary writes.

What About Data-Recovery Software?

Recovery applications generally fall into two categories.

File-system recovery

These attempt to reconstruct:

  • Lost partitions
  • Directories
  • File records
  • Deleted files
  • Damaged file-system structures

They may help when the hardware is stable but the file system or partition information is damaged.

File carving

These scan the storage for recognisable file signatures such as:

  • JPEG
  • PDF
  • DOCX
  • MP4

They may recover file contents without original:

  • Folder names
  • Filenames
  • Dates
  • Directory structure

Always recover to another drive.

Never install the recovery software onto the USB drive you are trying to recover.

Once the Data Is Safe: Reformat the Drive

Only format the device after:

  • Important files have been copied or recovered
  • The recovery has been verified
  • You have decided not to pursue further recovery
  • The physical device appears stable

Open File Explorer, right-click the USB drive and select:

Format

Alternatively, use Disk Management.

Choose the appropriate file system

exFAT

A practical option for removable storage that needs:

  • Large-file support
  • Windows compatibility
  • Broad compatibility with many other modern devices

Microsoft describes exFAT as the successor to FAT32 and designed it to support very large files and storage devices. 

NTFS

Appropriate when the drive will mainly be used with Windows and you require features such as:

  • Windows permissions
  • Journalling
  • Large-file support
  • BitLocker integration

NTFS is the default file system used by modern Windows installations. 

FAT32

Useful for older hardware and devices requiring maximum legacy compatibility.

However, FAT32 cannot store a single file larger than 4GB. 

Quick Format or Full Format?

A Quick Format creates a new file-system structure without performing an exhaustive check of the complete device.

A fuller format takes longer and writes across more of the storage.

For a drive that previously displayed errors, formatting successfully does not prove it is reliable.

After formatting:

  1. Copy several test files to it.
  2. Eject it safely.
  3. Reconnect it.
  4. Open the test files.
  5. Repeat on another computer.
  6. Check whether the formatting prompt returns.

When it fails again, replace it.

Do not trust an intermittently faulty USB drive with your only backup.

Common Mistakes to Avoid

Selecting Format immediately

This removes the existing file-system structure before you have attempted recovery.

Initialising a drive that already contained data

Initialisation is intended for new disks, not an inaccessible drive containing needed files.

Creating a new simple volume

This writes new partition and file-system information over the previous layout.

Running CHKDSK

/f

before copying data

Repair operations change the drive. Recover or image important data first.

Using

/r

on an unstable drive

A lengthy surface scan can place further demand on failing storage.

Recovering files onto the same USB drive

New data may overwrite material you are trying to recover.

Testing dozens of random tools

Each tool may alter metadata or produce conflicting changes.

Assuming one successful reconnection means the drive is fixed

Intermittent devices can temporarily appear normal before failing again.

Keeping the only backup on a USB stick

A removable drive can be lost, damaged or corrupted. Important information should exist in more than one independent location.

A Practical USB Formatting-Prompt Checklist

When Windows asks to format a drive:

  1. Select Cancel.
  2. Stop writing to the drive.
  3. Decide how important the files are.
  4. Photograph or record the exact warning.
  5. Connect the drive directly to the PC.
  6. Remove USB hubs and docks.
  7. Try another port.
  8. Try another known-good cable.
  9. Test another computer.
  10. Check whether the original device can read it.
  11. Open Disk Management.
  12. Confirm the correct disk and capacity.
  13. Take a screenshot of its layout.
  14. Assign a drive letter only when the partition is healthy.
  15. Do not format RAW storage containing needed files.
  16. Do not initialise an existing data drive.
  17. Do not create a new volume over unallocated space.
  18. Check whether BitLocker is enabled.
  19. Copy files immediately if access returns.
  20. Verify the copied files.
  21. Run CHKDSK only after considering the risks.
  22. Recover files to a different drive.
  23. Stop when hardware failure is suspected.
  24. Format only after recovery is complete.
  25. Replace any drive that continues producing errors.

Cancel First, Investigate Second

When Windows says a USB drive needs formatting, the safest first button is:

Cancel.

Then test the cable, port and another computer before opening Disk Management and checking whether the volume is Healthy, RAW, unallocated, Offline or encrypted.

Formatting may make the USB drive usable again—but it should come after the files have been recovered, not before.
