Windows produces some wonderfully unhelpful error messages.

One of the best examples is:

“A device attached to the system is not functioning.”

Your immediate reaction might be:

Which device?

Windows often doesn't tell you.

You may encounter the message while:

  • copying files
  • opening an external drive
  • connecting a phone
  • using a USB device
  • installing a Windows update
  • accessing a network or storage device
  • using a dock
  • running an application

The good news is that the message does not automatically mean a piece of hardware has failed.

Microsoft defines the underlying Windows error ERROR_GEN_FAILURE (31 / 0x1F) as “A device attached to the system is not functioning.”

The important task is therefore determining which device or Windows component generated the failure.

What Does the Error Actually Mean?

At its simplest, Windows asked a device or device-related component to perform an operation and didn't get the result it expected.

Possible causes include:

  • faulty USB cable
  • unstable USB connection
  • external drive problem
  • damaged file system
  • device-driver failure
  • USB-C compatibility issue
  • docking-station problem
  • phone communication failure
  • Windows Update driver conflict
  • failing storage hardware

So don't immediately start reinstalling Windows.

Start with the context in which the error appeared.

1. Ask What You Were Doing When It Happened

This is the fastest way to narrow the problem down.

If the error appears only when copying files from:

*E:*

then investigate that drive.

If it happens when connecting an iPhone or Android phone, investigate the phone connection.

If it appears only when installing Windows Update, investigate drivers and attached hardware.

If it started when using a USB-C dock, investigate the dock, cable and USB-C connection.

The wording is generic.

The activity immediately preceding the error is usually your best clue.

2. Restart the PC

Before doing anything destructive:

Start > Power > Restart

Then try the same operation again.

A temporary:

  • driver failure
  • USB-controller problem
  • device communication error
  • locked resource

may disappear after a proper restart.

If it works afterwards and never returns, you may not need to do anything else.

If it repeatedly comes back, continue investigating.

3. Disconnect Unnecessary USB Devices

If you don't know which device is responsible, simplify the system.

Safely disconnect non-essential devices such as:

  • external drives
  • USB flash drives
  • printers
  • scanners
  • webcams
  • card readers
  • docks
  • USB hubs

Restart the computer and test again.

Then reconnect devices individually.

If the error returns immediately after connecting one particular device, you have a much stronger lead.

This approach is particularly useful if the message appears during a Windows upgrade. Microsoft's current guidance for 0x8007001F, which carries the same “device attached to the system is not functioning” wording, recommends disconnecting external devices and ensuring drivers are current.

4. If It's USB, Change the Simplest Thing First

Don't immediately reinstall drivers.

Try another USB port.

If possible, also try:

  • another cable
  • connecting directly instead of through a hub
  • bypassing the docking station
  • another computer

This gives you useful evidence.

For example:

Device fails on one USB port only

Possible PC/port problem.

Device fails through dock but works directly

Possible dock, cable or compatibility issue.

Device fails on several PCs

Much stronger evidence that the device or its cable is responsible.

This is particularly relevant to USB-C. Microsoft notes that USB-C problems can result from combinations of hardware, software, unsupported ports and unsuitable cables.

Don't Assume Every USB-C Cable Is Equivalent

USB-C describes the connector.

It doesn't guarantee that every cable supports the same:

  • data speed
  • charging power
  • display capability
  • USB4 functionality

Microsoft specifically recommends using the cable supplied by the manufacturer or an appropriate certified cable when troubleshooting USB4 devices and docks.

That £3 USB-C cable at the bottom of a drawer isn't necessarily equivalent to the cable supplied with a high-performance dock.

5. Check Device Manager

Right-click Start and select:

Device Manager

Look particularly at the device category involved in the problem.

That might include:

  • Disk drives
  • Network adapters
  • Portable Devices
  • Universal Serial Bus controllers
  • Bluetooth
  • Display adapters
  • Sound, video and game controllers

Look for a yellow warning symbol.

Open:

Device > Properties

and read:

Device status

Microsoft recommends checking the Device Manager error code when Windows reports that a USB device isn't recognised.

The actual Device Manager code is usually far more useful than the generic message.

For example, Windows may tell you that:

  • a driver cannot load
  • the device cannot start
  • configuration information is damaged
  • Windows can no longer find the hardware

Now you have something specific to troubleshoot.

6. Update the Driver — But Use a Sensible Source

If the problem started after:

  • Windows Update
  • a driver change
  • installing new hardware

check the device driver.

Start with:

Settings > Windows Update

and look for appropriate updates.

For business laptops and specialist hardware, also check the manufacturer's approved support tools or website.

That might mean:

  • Dell
  • HP
  • Lenovo
  • Microsoft
  • Intel
  • AMD
  • NVIDIA
  • the device manufacturer

Avoid random third-party “driver updater” utilities.

You don't want to solve a driver problem by installing three more questionable drivers.

7. Consider Reinstalling the Device

If Windows recognises the hardware but the driver appears damaged, reinstalling the device can help.

In Device Manager:

  1. Right-click the affected device.
  2. Choose Uninstall device.
  3. Confirm the removal.
  4. Restart Windows.

Windows can then redetect supported hardware and reinstall the appropriate driver.

Microsoft uses this same basic uninstall-and-restart process when troubleshooting devices with corrupted or missing drivers.

But be careful with specialist business hardware.

Before removing:

  • RAID/storage controllers
  • unusual network adapters
  • specialist industrial equipment
  • encrypted storage devices

make sure you have the correct driver and understand the consequences.

8. If It's an External Drive, Protect the Data First

Suppose the error occurs when opening or copying data from an external HDD or SSD.

Stop treating this as merely an annoying Windows message.

The data may be more important than fixing the drive.

If the drive:

  • disconnects repeatedly
  • makes unusual noises
  • becomes extremely slow
  • disappears from Windows
  • produces read errors
  • causes copying to fail

avoid repeatedly stressing it.

If important files are still readable, consider copying the most valuable data to safe storage first.

A failing drive can deteriorate.

Don't Immediately Run CHKDSK /R on a Suspected Failing Drive

This is an important change I would make to the existing article.

chkdsk is useful, but the parameter matters.

Microsoft explains that:

chkdsk X:

checks the file system and reports its status without fixing errors.

Replace X: with the actual drive letter.

For NTFS, another useful non-repairing option is:

chkdsk X: /scan

Microsoft documents /scan as an online scan of an NTFS volume.

By contrast:

chkdsk X: /f

attempts to fix file-system errors.

And:

chkdsk X: /r

also looks for bad sectors and attempts to recover readable information. Microsoft confirms that /r includes the functionality of /f.

If a physical drive appears to be failing and contains irreplaceable data, data recovery should take priority over repeatedly running repair operations against it.

9. Check Disk Management

Right-click Start and select:

Disk Management

Find the affected disk.

Look at whether Windows sees:

  • the physical disk
  • its partitions
  • the expected capacity
  • its file system
  • its drive letter

A drive appearing in Disk Management but not File Explorer is a different problem from a drive that disappears from Windows completely.

Be very careful with options such as:

Format

Delete Volume

Initialize Disk

If the drive contains information you need, do not select destructive options simply because Windows offers them.

10. If It's a Phone, Check the Connection Differently

Phones add another layer of complexity.

If Windows reports the error while transferring photos from an iPhone or Android device:

  1. Unlock the phone.
  2. Reconnect it.
  3. Try another cable.
  4. Try another USB port.
  5. Confirm any Trust or USB permission prompt.
  6. Keep the phone unlocked while testing.

Also remember that some USB cables provide power but unreliable or no data connectivity.

If the phone charges successfully, that does not prove the data connection is working.

11. If It Happens During Windows Update, Error 0x8007001F Matters

You may encounter:

0x8007001F

during a Windows 11 update or upgrade.

Microsoft currently describes that error as:

“A device attached to the system is not functioning.”

Its recommended troubleshooting includes:

  • disconnecting external devices
  • trying the upgrade in Safe Mode
  • ensuring drivers are up to date.

That means an apparently mysterious Windows Update failure may actually be connected to:

  • USB hardware
  • driver problems
  • docks
  • audio devices
  • storage devices
  • other peripherals

If the update succeeds after removing non-essential hardware, reconnect devices afterwards and verify that everything still works.

12. If the Problem Started After a Driver Update

Don't assume the newest driver is automatically the best driver for that particular computer.

If a device worked perfectly before a driver update and immediately stopped afterwards, check:

Device Manager > Device > Properties > Driver

If available, consider:

Roll Back Driver

That can help determine whether the new driver caused the problem.

For managed business PCs, document the affected:

  • computer model
  • driver version
  • Windows build
  • update KB

If the same failure appears on several identical machines, you may have found a deployment-wide compatibility problem rather than several simultaneous hardware failures.

13. Docks Deserve Special Attention

Modern laptops can route an enormous amount through one USB-C or Thunderbolt dock:

  • Ethernet
  • monitors
  • audio
  • keyboard
  • mouse
  • storage
  • charging

So if several devices behave strangely at once, don't troubleshoot every peripheral independently.

Test the laptop without the dock.

If everything suddenly works, investigate:

  • dock firmware
  • USB-C/Thunderbolt drivers
  • dock power supply
  • connecting cable
  • laptop BIOS/firmware

Microsoft specifically notes that USB4 functionality can be limited by unsupported docks, ports or cables.

14. Don't Ignore Power Problems

Some USB devices require more power than the port or hub can reliably provide.

This is particularly relevant with:

  • bus-powered external drives
  • large USB hubs
  • multiple accessories
  • docks
  • high-performance storage

Microsoft's USB-C troubleshooting guidance includes “USB device might need more power” among the problems Windows can detect.

If a device works when connected directly but fails through an unpowered hub, that is a useful clue.

15. When Does This Point to Hardware Failure?

Hardware becomes more likely when:

  • the device fails on several computers
  • different known-good cables make no difference
  • multiple ports make no difference
  • the drive makes abnormal mechanical noises
  • the device repeatedly disappears
  • file reads produce recurring errors
  • Device Manager repeatedly loses the hardware
  • the manufacturer diagnostic reports failure

At that point, reinstalling Windows is unlikely to be useful.

Follow the evidence.

What Not to Do

Avoid responding to this error by immediately:

  • reinstalling Windows
  • editing random Registry entries
  • formatting the affected drive
  • deleting partitions
  • installing driver-updater utilities
  • running aggressive disk repairs on irreplaceable data
  • disabling security software

The error is generic.

Your troubleshooting should therefore be about isolating the component that fails, not applying every Windows repair you can find.

The Fastest Diagnostic Order

When Windows says “A device attached to the system is not functioning”, use this order:

  1. Identify what you were doing when the message appeared.
  2. Restart Windows.
  3. Disconnect non-essential devices.
  4. Test another USB port.
  5. Test another cable.
  6. Bypass hubs and docks.
  7. Test the device on another computer where practical.
  8. Check Device Manager and record any error code.
  9. Check Windows Update and manufacturer drivers.
  10. If storage is involved, protect important data before attempting repairs.
  11. Check Disk Management for storage devices.
  12. If the error is 0x8007001F during Windows Update, investigate peripherals and drivers.
  13. Consider driver rollback if the problem began immediately after an update.
  14. Suspect hardware when the same device fails consistently across known-good computers, ports and cables.

The key question isn't:

“How do I get rid of this message?”

It is:

“Which device or driver is failing, and why?”
